A message from Alma Hays,
your candidate for Collin County District Clerk…

With the retirement of our current Clerk, the citizens of Collin County have been presented with a unique opportunity to upgrade the District Clerks office.  There comes a time, after any extended management of an organization, that policies grow stale and the management techniques become antiquated and unproductive.  Collin County and the District Clerk’s Office have out grown the “good ol’ boy” style of management.

My background is based on 26 years in private sector law and business management.  I have extensive knowledge of how the entire judicial system functions from beginning to end.  My educational background, experience, problem solving skills and work ethic qualify me to lead this office.

Having begun my career at the District Clerks office, I am in a unique position to know what it is like to be of both sides of the counter.  I understand what the Collin County tax payer expects as a customer and I know what it will take to produce that particular work product.  I believe that this is the reason why the number of Collin County attorneys and legal support staff supporting my campaign outnumber those supporting my opponents by a margin of two to one.

I have developed a plan for moving the District Clerk’s Office into the future.  I intend to incorporate a more progressive management style within the District Clerk’s office regarding the training of both management and staff, stressing the importance of customer service and effective use of technology.  The result will be a more professional, efficient and customer oriented office, something that any taxpayer should expect and deserve.

I  plan to aggressively pursue the market for processing passport applications.  During the fiscal year ending September 30, 2008, passport fees were lower than the prior year by $0.2 million (according to the Comprehensive Annual Financial Report prepared by the County Auditor).  With the new regulations regarding increased requirements for passports for American citizens to travel, revenues should have significantly grown during that time period.

I have heard it said that to change management at this point would be expensive.  Change is not expensive if you know what you are doing.  The changes that I intend to make can be made with no additional cost to the Collin County taxpayer.

Currently, the District Clerk’s office limits the hours that it will provide certain services to the public.  Specifically, issuance of citations, notices and other civil process ends at 3:30.  Processing of passport applications ends at 4:00 p.m.  The Clerk’s office closes completely at 4:30 p.m.  I plan to expand office and service hours along with upgrading the District Clerk’s website that will provide necessary information to assist the public.
